PREAMBLE: We The Sovereigns Rasonobe Of The Witchetaw Nation Expressing Our Sovereignty Hereby Establish Law And Pursuit of Happiness To Ourselves And Our Posterity. These Articles Is The Security And Protection Of The Witchetaw Nationals hereafter Rasonobe And Associate Bands & Tribes Demonstrating With The Principles Of Treaty Indians And Indigenous Nations And Promote The General Welfare With All Nationalities, Hereby Communicate The Witchetaw Nation And Associate Tribes And Associate Bands The Independence And Autonomy Within Our Country Of Witchetaw, Establish These Articles For The Witchetaw Nation States,Associate Tribes And Associate Bands.
ARTICLE I
Government
Clause 1 The States And Constituents Of The Witchetaw Assembly Consist of A MulticameralGovernment Body.
All Convention Law Powers Herein Establish Shall Be Vested In The Witchetaw Assembly Of The Witchetaw Jurisdiction Which Shall Consist Of The Sovereign Body: Indigenous Treaty-Indians, States, Associate Tribes And The Associate Bands.
Clause 2. The Witchetaw Assembly Shall Consist of A Representative Of Each Autonomy States, Associate Tribes And Associate Bands By Their Own Peers Severally with Respect To Each States, Tribes And Bands of The Witchetaw Nation .
Clause 3. The Sessions of The Witchetaw Assembly That votes on Drafts By the Constituents of Representatives of each States, Assoc.Tribes And Bands Is A Rule of Law and Joint Positive Law.
The Council Sessions of Associate Tribes That votes on Drafts By The Constituents of The Council Body Is Law.
The Associate Bands Sessions That Votes On Drafts By The Constituents of The Associate Band is ConCurrent Positive Law.
Clause 4. The Form of Each Of The Constituent Body And States That are Establish Severally of The Witchetaw Nation is Customary Law That Is Recorded in The Sovereign Convention Law Journal of The Capital Government of The Bureau Of Witchetaw Assembly.
Sec. 1 When Vacancies happen from Any Convention Law Body The States And Constituent Body Of Witchetaw Nation Shall Establish An Election To Fill Such Vacancies Or Make Session of Such Right.
Temporary Appointments Until Next Session of The Convention Law Body The Sovereign Body Of Each States And Constituents Shall Then Fill Such Vacancies
Sec. 2 Each Convention Law Body And The States AndConstituents Of Witchetaw Nation Have A Ombudsman.
Sec. 3 The Sovereign Witchetaw Assembly Have Superiority Over Any Associate Tribe Council And Associate Band Admirable Assembly By Convention Law.Sec. 4
Article 1 Government Clause 4
Sec. 4 The Nation States, Associate Tribes And Associate Bands Shall Tribute Within The Witchetaw Nations. An Acknowledgement Of Gratitude Or Respect A Tribute That A Sovereign Raises From Its Constituents To Defray The Expenses Of The Sovereign Body Of The Witchetaw Nations. Acknowledgement Of Gratitude Or Respect A Contribution That A Sovereign Raises From Its Constituents To Defray The Expenses Of The Sovereign Body Of The Witchetaw Nation.
Sec. 5 These Articles And All Treaties Made Or Which Shall Be Made Under The Authority Of The Witchetaw Nation Shall Be The Rule Of Law And Positive Law Of The Witchetaw Nation And The Chief Justices And Justices in Every Constituent Body And Sovereign Body Of Witchetaw Nation Shall Be Bound Thereby.
Sec. 6. The Constituents Of Witchetaw Nation Associate Tribes And Associate Bands And States Articles, Customary Laws, Shall Be Made Pursuance Thereof : The Sovereign Articles Law Of Witchetaw Country is The Rule Of Law And Shall Be Bound By The Several Tribes & Bands, Shall Be Bound By Oath Or Affirmation To Support These Sovereign Articles.
Sec. 7 Each States And Constituent Body Associate Tribes And Bands of Witchetaw Shall Choose A Delegate, And Representative And Other Officers for The Witchetaw Assembly To Represent Their Best Interest in The Rule Of Law Of The Witchetaw Nation.
Sec. 8 Each Of The Constituent Body of The Associate Tribe And Associate Bands Shall Establish Law and Concurrent Laws On The Sole Power of Impeachment.
Sec. 9. Judgment In Cases Of Impeachment Shall Extend Further Than Removal From Office , And Disqualification To Hold Any Office Of Honor, Trust Or Profit Under The Witchetaw Nation; The Party Convicted Shall Be Liable And Subject To Indictment, Trial, Judgment And Punishment, According To Witchetaw Rule Of Law
Sec. 10 The Times And Places, And Manner Of Holding Elections For Witchetaw Assembly, Council And Admirable Shall Be Prescribed In Each Jurisdiction By The Rule Of Law, Law And Concurrent Laws Thereof, However The Witchetaw Assembly At Any Time By Law Make Or Enter Such Regulations.
Sec. 11 The Witchetaw Assembly, Council And Admirable Shall At Least Once In Every Year And Such Meeting Shall Be Prescribe By Convention Law.
Sec. 12 Each Constituent Body Nation States, Associate Tribes And Associate Bands Shall Submit The Rules Of Procedure of Punishment Of Its Chiefs And Representatives Or Any Officer Of The Respective Autonomous Body.
Each Constituent Body Shall Determine The Rules Of Proceedings Punish Its Delegates And Representatives For Disorderly Behavior And With Joint Law Severally Expel A Delegate Or Any Officer Of The Sovereign Body.
Sec. 13 Each Constituent Body Shall Keep A Record Of Its Proceedings And From Time To Time Publish The Same Recorded In The Sovereign Convention Law Journal In The Bureau Of Witchetaw Assembly.
Sec. 14 The Constituent Body Of Witchetaw Nation Shall Severally be Apportioned Among The Several States For Their Services To Be Ascertained By Joint Positive Law And Accounted Distinguished From Nationals Of Councils And Admirable, They Shall In All Cases Be Immuned From Arrest During Their Attendance At The Session Of Their Respective Assembly, Council, And Admirable Sessions And In Going To And Returning From The Same, They Shall Not Be Questioned.
Sec. 15 Each Constituent Body Of Witchetaw Nation By Joint Law Shall Prescribe What Constitute A Quorum To Exercise Rule Of Law,Law And Concurrent Positive Law For The Constituent Body of Witchetaw Nation, By Convention Law Shall Be Rule of Law.
Sec. 16 Each Constituent Body By Convention Law in Respect To Each Constituent Body Delegates, Officers, and Representatives Shall Give Notice Of The Other Adjourn More Than Seven Days.
Sec. 17 The Rule Of Law For Each Constituent Body Of Witchetaw Nation Shall Have The Sole Power To Try Impeachment Respectively in Each Jurisdiction Prescribed By Joint Law . They Shall Be On Oath Or Affirmation And No Delegate Or Representative Shall Be Convicted Without Due Process Of Judicial Law And Order.
Sec. 18 Each Motions Or Proposals For Raising Currency Shall Originate Respectively In The Appropriate Jurisdiction of The Constituent Body Of The Witchetaw Nation.
Clause 1. All Currencies Raised By Each Respective Constituent Government of Witchetaw Nation Shall Be Tribute To The Witchetaw Nation As An Acknowledgment Of Gratitude Or Respect, Due To A Contribution That A Sovereign Raises From Its Respective Constituents To Defray The Expense Of The Witchetaw Nation
Clause 2 A Direct Tax Shall Be Apportioned Among The Constituent Body And New States That is Included Within Witchetaw Country, According To The Budget Among The Constituent Body Of Witchetaw Nation By Regulations Issued By The Witchetaw Assembly Journal Regulations To All Constituents Of Witchetaw Nation.
Sec. 18 Each Constituent Body Of Witchetaw Nation Are Bound To Establish A Form Of Government For And By The Culture And Heritage Of Their Respective Customary Laws.
Sec. 19 No Associate Tribe & Associate Band Shall Enter Into Any Treaty, Alliance Or Confederation Without The Consent Of The Convention Body,Witchetaw Assembly.
Clause 1. No Constituent Body Shall Not Emit Currency To Coin Money,The Convention Body Is The Absolute Sovereign That Shall Have Power To Coin Money Regulate The Value Thereof And Of Witchetaw Currency And Fix The Standard Of Weights And Measure Thereof.
Sec. 20 The Law Of Jurisdiction Of Nationals, Associate Tribes And Associate Bands Location Are Under The Jurisdiction Of The Witchetaw Nation And Applicable Laws Of Witchetaw Per Treaty With The United States Of America Article (3) “Settlements, Country, Inhabitant Hunting Or Elsewhere….” The Dominion There Shall Be A Independent And Friendly Intercourse Between All The Contracting Parties Hereto…”
Sec. 21 It Is Rule Of Law That Witchetaw Government Establish A Ballot Base On The Subject Matter That A Cast Shall Be Establish And Reviewed By The Convention Body And A Count Shall Be Recorded Directed By Joint Resolution Of The Witchetaw Assembly.
Sec. 22. The Convention Body And Each Constituent Body By Convention Law Has A Speaker & Dignitaries For Each Constituent Body Of The Witchetaw Nation That Is To Convey The Record Not Interpret The Rule Of Law, Law And Concurrent Positive Law.
Sec. 23. The Convention Body Shall Establish A Well Regulated Militia To Enforce The Rule Of Law Of Witchetaw and Each Constituent Body Shall Establish The Same Pursuant To The Sovereign Articles Of Witchetaw Nation
Sec. 24. Each Ministries Of Witchetaw Shall By Convention Law Appoint And Elect A Candidate For The Convention Body Witchetaw Assembly.
Sec 25. The Witchetaw Assembly Shall Be The Sovereign Body Of The Military Of Witchetaw Nation And Of The Militia Of The Constituent Body Of The Witchetaw Nation When Called Into Actual Service Of The Witchetaw Nation, The Witchetaw Shall Require The Advisement And Recommendation, In Writing Of Each Ministries Upon Any Subject Relating To The Duties Of Their Respective Offices And Shall Have Power To Issue Reprieves And Pardons For Offences Against The Witchetaw Nation.
Sec. 26 The Witchetaw Assembly The Grand Convention Body Shall Have Power By And With The Advice Of The Constituent Body To Make Treaties , Shall Nominate And By Advice And Consent Of The Sovereign Body Shall Appoint Ambassadors, Other Public Ministries And Consuls, Justices Of Witchetaw Sovereign Court And All Other Officers Of The Witchetaw Nation, Whose Appointments Are Not Within Herein Otherwise Provided For And Which Shall Be Established By Rule Of Law, The Convention Body Shall By Rule Of Law Vest The Appointment Of Such Officers As Agreed By The Convention Body , In the Courts, Tribunals And Band Courts Or In The Head Of Ministries, The Witchetaw Assembly Shall Have The Power To Fill Up All Vacancies That Contingency Happen During The Recess Of The Convention Body , By Issue Of Commissions And Or Committee Which Shall Expire By Choate Of Their Duties.
Sec. 27. The Chief Speaker Of The Convention Body Shall From Time To Time To Give To The Assembly Information Of The Government Of Witchetaw And Recommend To Their Consideration Such Measures As Chief Speaker Judge Necessary And Expedient; Chief Speaker Shall On Extraordinary Occasion, Convene Assembly And In Case Of Different Views Of The Assembly With Respect To The Time Of Session And Adjournment, The Chief Speaker Shall Adjourn Assembly To Such Time As Establish By Convention Law Of The Duties Of The Assembly Issue, The Chief Speaker Shall Receive Ambassadors, And Other Public Ministers; Chief Speaker Shall Exercise With Care That The Rule Of Laws Be Faithfully Executed And Shall Commission All The Officers Of The Witchetaw Nation. The Chief Speaker Is Authorized By Convention Law To Summons The Constiuent Body Of Witchetaw Assembly In Any Emergency Session For To Institute A Rule Of Law.
Sec. 28 The Chief Speaker And Constituent Speakers Of The Witchetaw Nation And all Lawful Officers Of The Witchetaw Nation Shall Be Removed From Office On Impeachment For Conviction Of; Treason, Bribery Or Other High Crimes And Misdemeanors.
Sec. 29 Every Draft Which Shall Have Passed The Convention Body Witchetaw Assembly Shall Become Convention Law Rule Of Law, Be Presented To The Chief Speaker Of The Witchetaw Nation Shall Sign It And Record It In Public Law And Shall Be Entered On The Witchetaw Journal After It Shall Have Been Presented To Chief Speaker Or Designate The Same Shall Be Rule Of Law And The Same Shall Take Effect.
Sec. 30 Every Draft From The Convention Body And Constituent Body Of Witchetaw Nation Shall Be Deliberated By The Sovereign Body Of Witchetaw Nation According To The Rules And Regulation And Limitations Prescribed In The Journal Per Case Of The Draft.
Clause 1. The Chief Speaker Of The Witchetaw Assembly Is Without Vote Except The Witchetaw Assembly Be Equally Divided. The Chief Speaker Conveys The Rule Of Law Not
Interpets The Rule Of Law However Is Entiltled To Deliberate Upon Each Draft Presented
To The Convention Body,Witchetaw Assembly.
Sec. 31 The Witchetaw Convention Assembly Shall Have The Power To Lay And Collect Taxes, Duties, Excises, To Pay The Debt And Provide For The Common Defense And Genral Welfare Of The Witchetaw Assembly Nation; All Duties, Impost, And Excises Shall Be Uniform Throughout Witchetaw Nation;
Clause 1. To Borrow Money On The Credit Of The Witchetaw Nation.
Clause 2. To Regulate Commerce With Foreign Nations And The Constituent Body Of Witchetaw Nation.
Clause 3. To Establish An Uniform Rules Of Naturalization And Repatriation And Rule Of Law On The Subject Of Public Policy.
Clause 4. To Coin Money Regulate The Value Thereof, And Of Foreign Coin, And Fix The Standards And Weigh s And Measures.
Clause 5. To Provide For The punishment Of Counterfeiting Current Coin Of The Witchetaw Nation.
Clause 6. To Establish Post Offices And Post Roads.
Clause 7. To Promote The Progress Of Science, And Useful Arts, By Securing For Limited Times To Authors And Inventors The Exclusive Rights To Their Respective Writings And Discoveries.
Clause 8. To Establish Courts, Tribunals For Associate Tribes And Associate Bands For Interim Associate Tribes And Associate Bands To The Witchetaw Sovereign Court, And Establish Subordinate Courts And Tribunals To The Witchetaw Sovereign Court.
Clause 9. To Define And Punish Illegal Aliens Felonies Committed Across Borders And Witchetaw Air Space And Offenses Against The International Laws Of The Nations.
Clause 10. To Declare War And Issue Letters Of Marque And Reprisal And Make Rules Concerning Land And Water.
Clause 11. To Raise A Military Defense For Witchetaw Nation And Provide And Maintain Air Force Fly Zones Over the Jurisdiction Of Witchetaw.
Clause 12. To Make Government And Regulation of The Land And Air Forces And Waterways.
Clause 13. To Provide For Organizing, Arming And Disciplining The Militia And For Governing Such Part Of Them By Law Be Employed In The Service Of The Witchetaw Nation Reserving To The Several Constituent Body Of The Witchetaw Nation, The Appointment Of The Officers, And The Authority Of Training The Militia According To The Discipline Prescribed By Witchetaw Convention Body.
Clause 14. To Provide For Calling Forth The Militia To Execute Laws Of The Constituent Body Of Witchetaw Nation And Suppress Insurrections And Repel Invasions.
Clause 15. To Exercise Exclusive Jurisdiction In All Cases, Whatsoever, Over Such Settlement Inhabitant As Issue By Cession Of Particular Settlements And The Acceptance Of Witchetaw Assembly, Become The Capital Of Government Of The Witchetaw Nation And To Exercise Like Authority Over All Places Purchased By The Consent Of The Law And Order Of The Witchetaw Nation In Which The Same Shall Be, For The Erection Of Forts, Dock Yards, Arsenals And Other Needful Buildings:
And To Make All Laws Which Shall Be Necessary And Proper For Carrying Into
Execution The Foregoing Powers And All Other Powers Vested By These Articles In The Government Of The Witchetaw Nation Or In Any Ministries, Bureaus Thereof.
Clause 16. The Migration Or Importation Of Such Private Possession Or National And Constituent Of Witchetaw Nation Now Existing Shall Think Proper To Admit Shall Be The Discretion By The Witchetaw Nation Convention Assembly
Clause 17. A Tax Or Duty Shall Be Imposed On Such Importation Or Migration.
Clause 18. Capitation Or Other Direct Tax Shall Be Laid On Articles Exported From Any Settlement Of The Constituent Body Of The Witchetaw nation.
Clause 19. No Preference Shall Be Given By Any Regulation Of Commerce Or Revenue To The Ports Of One Settlement Over Those Of Another; Nor Shall Vessels Bound To Or From One Settlement Be Obliged To Enter, Clear Or Pay Duties In Another.
Clause 20 All Currency Shall Be Drawn From The Central Bank Made By Law Appropriations, And A Regular Statement And Account Of The Receipts And Expenditures Of All Public Currency Shall Be Published From Time To Time.
Clause 21. No Constituents Of Witchetaw Nation Shall Enter Treaty, Alliance Or Confederation, Lay Any Imposts Or Duty On Imports Or Exports Without Inspection Laws Without The Consent Of The Witchetaw Grand Assembly And All Constituent Customary Laws Shall Be Subject To The Revision And Regulation Of The Convention Body.
Clause 22. No Constituent Body Shall Without Consent Of Witchetaw Grand Assembly Enter Into Any Agreement Or Compact With Another State Or With A Foreign Power Or Engage In War Except Actually Invaded Or In Such Imminent Danger As Will Not Admit Of Delay.
PART I
General Provisions
Sec.1 Each Constituent Body Of The Witchetaw Nation Shall Establish The Criteria On The Customary laws Of Each Constituent Qualifications For Delegates, Representatives And Other Officers To Represent Their Best Interest.
Clause 1 By Convention Law Each Candidate Appointed Shall Be By Ballot And By Their Own Peers Severally Except To Intervention By Vote To Meet The Criteria By Regulations Issued By The Witchetaw Assembly Journal Regulations By Each Constituent Body Of Witchetaw Nation.
Sec. 2 All Customary Laws To Govern Each Constituent Internal Laws Shall Be A Public Record For Each Constituent Body To Review. Each Constituent Body Shall Certify To The Witchetaw Assembly To Be Presented For Review And Authenticated. Any Draft That Is Suspended By Witchetaw Assembly Is Recorded In The Record Of Trial Of The Witchetaw Assembly After Summons Of Two years And Compared And Deliberated For Rule Of Law.
Clause 1 All Customary Laws By Each Constituent Are Reviewed By Articles of Law For Verification In Pursuance Thereof; Signed And Ratified By The Convention Body.
Sec. 3 Each Constituent Body To Be Acknowledged And Recognized As A State And Or New State Within Witchetaw Country Is Required to Have Thirty-Three Bureaus Pursuant to The Capital Government Regulations Issued By The Convention Body Witchetaw Assembly Of The Witchetaw Nation, Shall Be Sufficient For The Establishment Of A New State So Ratifying The Articles And Treaties Between The Witchetaw Nation So Ratifying The Same.
Sec. 4 Each Constituent Body’s Delegate, Representatives And Officers Shall Be On Oath Or Affirmation To Attend All Sessions In Such Manner And Under Such Penalties And Regulations Each Constituent Body Provide.
Sec. 5 Each Candidate Shall Be In Good Standing Of Their Community And Be of The Age Of Majority To Be Considered As A Candidate.
Clause 1. The Precepts Of The Regulations For Candidacy Manual Prescribed By The Convention Body For Each Candidate Shall Establish The Criteria Of Tenure To Serve And Ballot Process For Candidates In Pursuit Of Representation Of Their Associate Tribes, Associate Bands Of Witchetaw Nation.
Sec. 6 Every Election Is The First Cycle Of Spring Equinox And All Pro Tempore New Elect Are Committed To Oath Or Affirmation To Serve Their Tenure At One O’clock On The Twenty-Fourth Of August, Sessions Starts Nineteenth Of May Based On The Natural Law Calendar Of The Witchetaw Nation: It Shall By Joint Law Appoint A Different Day.
ARTICLE II
Judicial
Sec 1. The Judicial Power Of The Witchetaw Nation, Shall Be Vested In One Sovereign Court And In Such Noble, Tribunal As The Witchetaw Assembly Shall From Time To Time Establish. The Justices Of Our Tricameralism. Shall Hold Their Offices During Good Behavior, Shall Receive For Their Services The Necessary Requirements, Which Shall Not Be Diminished During Their Continuance In Office
Sec. 2. The Judicial Power Shall Extend To All Cases, In Law, Equity, Customary Laws, Band Laws Arising Under This Constitution, The Laws Of The Witchetaw Nation, And Treaties Made Or Which Shall Be Made, Under Convention Body Authority; To All Cases Affecting Ambassadors, Other Public Ministers And Consuls; To All Cases Of Admirality And Maritime Jurisdiction; To Controversies To Which The Witchetaw Shall Be A Party; To Controversies Between Associate Tribes And Associate Bands and Jurisdiction issues Between The Two; Foreign Nationals And Foreign States.
In All Cases Affecting Ambassadors, Other Public Ministers And Consuls, And Those In Which A State Shall Be A Party The Sovereign Court Shall Have Original Jurisdiction In
All The Other Cases Before Mentioned, The Witchetaw Sovereign Court Shall Have Exclusive Jurisdiction and The Last Resort For Justice, The Witchetaw Review Court Holds The Proper Appellate Jurisdiction For Review .
As To Appellate Jurisdiction Both As To Law And Fact With Such Exceptions, And Under Such Regulations As The Witchetaw Assembly Shall Make.
The Trials Of All Crimes Shall Be Establish By Each Constituent Body And Convention Body Base On the Customary Laws And International Laws Of Witchetaw Assembly; The Crime of Such Charge Committed Within A Constituent Body Jurisdiction Shall Have Jurisdiction Except To International Agreements Per Treaty Bilateral or Multilateral Compact With Foreign Nations We Establish Through Diplomatic Notes.
Sec. 3 Treason Against The Witchetaw Nation Shall Consist Only In Levying Of War Against The Witchetaw Nation And Associate Tribes And Associate Bands Or Adhering To Witchetaw Enemies; Giving Them Aid And Comfort. The Witchetaw Assembly Shall Have Power To Establish The Punishment Of Treason
Sec. 4 The Witchetaw Sovereign Courts And The Constituent Body Tribunals And Customary Courts Are Where The Sovereign Sojourns With The Regal Retinue, Wherever That Is Elsewhere.
Sec. 5 All Courts And Tribunals Of Witchetaw Nation Are Regulated In Accord To The Witchetaw Sovereign Articles, Full Recognition And Acknowledgment Shall Be Given In Each Jurisdiction To The Public Record And Judicial Proceeding Of Every Jurisdiction And The Witchetaw Assembly Shall Be Prescribe The Manner In Which Such Records And Proceedings Shall Be Proved And The Effect Thereof.
ARTICLE III
Jurisdiction
Sec. 1 The Jurisdictions Of the Witchetaw Nation And Associate Bands And Associate Tribes Are Subjected To Witchetaw Sovereign Constitution Law, Convention Law, And International Law As Follows:The Jurisdiction Of the Witchetaw Nations Nation States And Associate Bands And Associate Tribes Are Subjected To Witchetaw Sovereign Articles. To Classify Witchetaw In The 2nd Or 3rd Position With Any Clan, Tribe Band Or Nation State Violates The Integrity Of The Witchetaw Treaty 7 Stat., US474
Clause 1. All Associate Bands Are Governed By The Band Laws The Customs That Establish Their Autonomy and Shall have the Power To Establish Their Internal Laws In Accordance To Their Traditions.
Clause 2. Their Jurisdiction Of Their Settlement Shall Be Authenticated Upon The Qualification Of Article 1 Part I Section 3 of This Sovereign Articles.
With The Right To A Referendum to the Convention Body Without Contrary To The Constitution Of The Witchetaw Nation After Resulted of Ratification Or Simple Positive Law Shall be Two Years For Deliberation To Be Ratified Into Law; The Interim State Or New State Within The Witchetaw Nation Are Governed By These Precepts. Without The Qualifications Fulfilled The Jurisdiction Of Article III Sec.1 is Enforced And Effect To Your Status And Your Identification Within Witchetaw Nation .
Sec 2. All Associate Tribes Are Governed By The Tribal Laws The Customs That Establish Their Autonomy And Shall Have The Power To Establish Their Internal Laws In Accordance To Their Traditions.
Clause 1. Their Jurisdiction Of Their Settlement Shall Be Authenticated Upon The Qualification Of Article 1 Part 1 Section 3 Of This Sovereign Articles With The Right To A Referendum To The Convention Body Without Contrary To The Articles Of The Witchetaw Nation After Resulted Of The Ratification Or Simple Resolution Shall Be Two Years For Deliberation On The Draft To Be Ratified Into Law; The Interim State Or State Within The Witchetaw Nation Are Governed By These Precepts. Without The Qualifications Fulfilled The Jurisdiction Of Article III Sec. 1 Is Enforced And Effect To Your Status And Your Identification Within Witchetaw Nation.
Sec. 3 The Jurisdiction Of Witchetaw National Without Associate Tribe And Associate Band Affiliation Are Subjected To Witchetaw Jurisdiction Witchetaw Sovereign Articles, Convention Laws And International Laws Established By The Witchetaw Sovereign Assembly.
Clause 1. A Witchetaw National Charged In Any Jurisdiction With Treason, Felony Or Other Crimes, Who Shall Flee From Justice And Be Found In Witchetaw Tribal Band Or Foreign Jurisdiction Based On Treaty And International Law Shall Be Delivered By Authority Of Respected Jurisdiction With Classification as A Fugitive Shall Be Removed To The Jurisdiction Of The Crime Exception To The Fact Without Compact With The Constituent Body by Convention Law Or Foreign States International Agreement All Fugitives Shall Be Reserved For A Time To Determine For Appropriate Action That Is Given And Shall Be Classified As Article 3 Sec. 4.
Sec. 4 Political Refugees, Political Asylum And International Transfer Of Prisoner Shall Be Subjected To The Jurisdiction Of International Law Of Per Treaty Bilateral, Multilateral and International Agreement With Foreign States That The Witchetaw Nation Have Established For Nationals And Foreign Persons From Foreign States.
Sec. 5 New Associate Tribes And New Associate Bands Are Subjected To The Convention Laws And Convention Body For Determination Of Rules And Regulations Effecting The Jurisdiction Or Other Jurisdictions To The Witchetaw Settlements Without Prejudice and Exclusion In Accord To These Articles.
ARTICLE IV
Witchetaw National Rights
Sec.1 The Nationals Of Witchetaw Unalienable Rights To All Immunities Enumerated In these Articles Of Certain Rights Shall Not Be Construed Deny Or Disparage Others Retained By The Sovereign Body.
Sec 2. The Witchetaw Assembly Reserve The Right To Make Laws Respecting On Establishment Of Religion Or Prohibition Of Free Exercise Thereof Or Abridging The Freedom Of Speech; Or Of The Press; Or The Right Of The Sovereign Body To Peaceably To Assemble And To Motion The Government For Redress Of Grievances.
Sec. 3. A Well Regulated Militia, Being Necessary To The Security Of A Nation State The Right Of The Sovereign Body To Keep And Bear Arms, Shall Be Reserved By The Government Of Witchetaw.
Sec. 4. The Rights Of The Nationals To Be Secure In Their Ownership, Houses, Papers And Effects Against Unreasonable Searches And Seizures, Shall Not Be Violated, And No Warrants Shall Issue, Unreasonable Probable Cause, Supported By Oath Or Affirmation And Particularly Describing The Place To Be Searched And The Subject And Object Or Thing To Be Seized.
Sec. 5. No National Shall Be Held To Answer For A Capital Or Otherwise Infamous Crime, Except On A Presentment Or Indictment Of Substantial Evidence Land Or Naval Forces Or In the Militia; Nor Shall Any National Be Subjected For The Same Offence To Be Twice Put In Jeopardy Of Life Or Limb; Nor Shall Be Compelled In Any Criminal Case To Be A Witness Against Their Determination Nor Be Deprived Of Life,sovereign power Or Property Without Due Process Of Law; Nor Shall Private Property Be Taken For Public Use, Without Due Process Of Law.
Sec. 6. The Defense Of The Country And The Integrity Of Its Dominion Is A Sacred Duty of Every National.
Sec. 7. Every National Has The Right To Move sovereign power In The Interior Of Witchetaw Jurisdiction And DominionTo Leave It And To Establish Their Permanent Abode Within The Limits Established By Law Recorded In The Witchetaw Census Land Bureau Management.
Sec. 8. All Nationals Have The Same Rights And Duties. They Are Equal Before The Law.
Sec. 9. The Nationals Exercise The Plenitude Of Their Rights In The Forms and Conditions Established By The Constituents Customary Laws. The Exercise Of These Rights Cannot Be Limited Except By A Joint Positive Law By The Convention Body
Ratified For The Protection Of Others. The Respect For The Public Order, The National Defense, The Development Of The Economy, And Social Progress.
Sec. 10. The Tribute To Defer The Public Expenditures On An Equitable Basis Constitutes A Duty For Every National Of Witchetaw,Nation, Nation States,Associate Tribes And Associate Bands. Witchetaw Provisions For Revenues To Each Nation States, Associate Tribe And Associate Band Are To Tribute Funds Per Convention Law Of The Census Of Each National Nation States, The Assoc. Tribes And Associate Bands Of The Witchetaw Nations.
The Census Of Each Nation States, The Assoc. Tribes And Associate Bands Of The Witchetaw Nations Are To Be Recorded Every Year Upon Timely Inspection.
Clause 1. Each Associate Tribe And Associate Band Are To Communicate The Census Of Each Tribe And Band Of Witchetaw Nation To The Witchetaw Census Bureau
Clause 2. The Members Of Each Constituent Respectively Associate Tribes And Associate Bands Are Enrolled In The Economic Development Status. The Internal Laws Are Prescribed By Each Associate Tribe And Associate Band Is Issued To Their Citizens Or To The Respectively Associate Tribes And Associate Bands Or Independent Organs Or Both. For Economic Self Sufficiency.
Sec. 11. In All Criminal Prosecution The Accused Shall Have The Right To Speedy Trial Public Or Private By Substantial Evidence Wherein The Crime Shall Have Been Committed; Which Jurisdiction Shall Have Been Previously Ascertained By Law And To Be Informed Of The Nature And Cause Of The Accusation; To Be Confronted With The Witness In The National Favor And To Have The Assistance Of Jurist For The National Defense.
Sec. 12. Excessive Fines Shall Not Be Required, Nor Excessive Bail Imposed, Nor Cruel And Unusual Punishment Inflicted.
Sec. 13. The Powers Of Each Jurisdiction By The Articles Of Witchetaw And Convention Law Are Reserved By The Witchetaw Assembly Sovereign Power.
Sec. 14. The Judicial Power Of The Witchetaw Nation Shall Be Construed To Extend To Any Suit In Law Or Equity, Commenced Or Prosecuted Against One Of The National Of Another Jurisdiction Or Subjects Or Nationals Of any Foreign State Per Treaty Or International Compact.
Sec. 15. Neither Slavery Nor Involuntary Servitude , Except As A Punishment For A Crime Whereof The Party Shall Have Been Duly Convicted Shall Exist Within The Witchetaw Country Or Any Place Subject to Their Jurisdiction.
Sec. 16. Witchetaw Assembly Shall have The Power To Enforce This Section By Sovereign Power Rule Of Law.
Sec. 17. All Nationals Born, Repatriated Naturalized Or Special Justice Decree In Witchetaw Country And Subject To The Jurisdiction Thereof, Nationals That Reflect Other Jurisdictions Otherwise Shall Not Make Or Enforce Jurisdiction By Any Constituent Body Which Shall Abridge The Rights Or Immunities Of Nationals Of Witchetaw Country Except To Treaty, Bilateral, Multilateral Or International Agreement. Nor Shall Any Jurisdiction Deprive Any National Of Life,sovereign power, Or Property Without Due Process Of Law; Nor Deny To Any National Without Jurisdiction, The Equal Protection Of The Convention Laws By The Convention Body. As To Jurisdiction To Any Foreign Jurisdiction In Matter Of Jurisdiction It Can Only Prevail With International Agreement And Mutual Consent By Witchetaw Ministry Of Justice And Witchetaw Assembly It Is Established, However If On The Contrary It Is No Jurisdiction And No Merit For Trial If Proof Of Is Not Presented Of That Fact. For It Is Establish That Foreign Governments Shall Notifiy The Witchetaw Government Ministry Of Foreign Affairs For Further Verification And Communication.
Sec. 18. The Witchetaw Shall Have Power To Enforce, By Appropriate Rule Of Law The Provisions Of This Section By Sovereign Power Rule Of Law.
The Rights Of Nationals Of Witchetaw Country; Jurisdiction To Vote Shall Not Be Denied Or Abridged By The Witchetaw Country Or By Any Jurisdiction Of Witchetaw On Account Of Ethnicity, Culture, Diversity Or Previous Conditions By Due Process Subject To Punishment Convictions.
The Witchetaw Assembly Shall have Power To Enforce, By Appropriate Rule Of Law, The Provision Of This Section.
Sec. 19. The Witchetaw Assembly Shall Have The Power To Establish Law And Collect Taxes On Income From Whatsoever Source Derived Among The Several Jurisdictions And Without Regard To Any Census Or Enumeration .
Sec. 20. The Witchetaw Assembly And Constituent Body Of Witchetaw Nation Shall Have Joint Positive Law To Enforce This Section By Appropriate Convention Law.
Sec. 21. The Right Of Nationals Of The Witchetaw Country To Vote Shall Not Be Denied Or Abridged By The Witchetaw Country Or By Any State On Account Of Sex.
Sec. 22. The Rights Of Nationals Of The Witchetaw Nation Who Are Eighteen Years Or Age Of Majority Older To Vote Shall Not Be Denied Or Abridged By The Witchetaw Jurisdiction Within Witchetaw Country On Account Of Age .
Sec. 23. The Witchetaw Assembly and Constituent Body Of Witchetaw Nation Shall have Joint Positive law To Enforce This Section By Appropriate Convention Law.
Sec. 24. The Witchetaw Government Shall Guarantee To Every State Constituent Body In This Country Of Witchetaw A Convention Law Form Of Government And Shall Protect Each Of Them Against Invasion; And On Application Of The Rule Of Law ; Or Of The Convention Law Against Breach Of The Witchetaw Government.

Protection of Flags And Seals Of Witchetaw Nation & Associate Tribes & Assoc Bands
Sec. 1. Findings And Purpose.
Clause 1 Findings Witchetaw Assembly Finds That–
(A) The Flags And Seals And Logos Of Witchetaw Nation And Constituent Body The Associate Tribes And Associate Bands Are Unique Symbols Of National Integrity And Represent The Values Of Sovereignty Justice And Equality That Makes This Nation Equal To Other Nations Of The World.
(B) Abuse Of The Flags, Seals And Logos Of The Witchetaw Nation Will Cause Travesity To The Culture And Heritage Of A Humble Nation.
Clause 2 Purpose- The Purpose of This Article Is To Provide The Maximum Protection Against The Use Of The Flag,Seals And Logos Of The Witchetaw Nation And Associate Tribes And Associate Bands To Promote Breach Of Peace While Respecting Autonomy Of Each State Of Witchetaw Of What It Symbolizes.Sec. 2. All Seals, Logos And Flags Trade Names Are Protected As To Intellectual Property Under The Authority Of The Depository Of The Archive Bureau Of The Judicial Branch Of Witchetaw Seat Of Government. Use Of Intellectual Property Without Consent Charged For Violation
Clause 3. Any Nationals Of Witchetaw And Foreign Nationals Who Steals Or Knowingly Converts To His Or Her Use, Or To The Use Of Another, A Flag Of The Witchetaw Nation Seals, Logos Belonging To The Witchetaw Nation And Who Intentionally Destroys Or Damages That Flag, Seals, Logos Shall Be Fined 250,000,00, Imprisoned Not More Than 2 Years, Or Both. With The Merit Of Substantial Proof. Appropriated Exchanged In The Currency Of Full Jurisdiction Of Where The Crime Was Committed.
Clause 4. Any Foreign Nationals That Who Steals Or Knowingly Converts To His Or her Use, Or To The Use Of Another, A Flag Of The Witchetaw Nation Seals, Logos, Belonging To The Witchetaw Nation And Who Intentionally Destroys Or Damages That Flag, Seals, Logos Shall Be Prosecuted To The Full Extent Of Law Under International Law And Treaty With Foreign Nations.
Clause 5. Any National Of Witchetaw And Foreign Nationals Who Destroys Or Damages Seals Or Logos Of Witchetaw Property With The Primary Purpose And Intent To Incite Or Produce Imminent Violence Or A Breach Of The Peace And Under The Circumstances In Which The Nationals And Foreign Nationals Knows That It Is Reasonably Likely To Produce Imminent Violence Or A Breach Of The Peace , Shall Be Fined Not More Than 100,000, Imprisoned Not More Than 1Year, Or Both.
Appropriated Exchanged In The Currency Of Full Jurisdiction Of Where The Offense Was Committed.
Clause 6. Rule Of Law- Nothing In This Section Shall Be Construed To Indicate An Intent On The Part Of The Witchetaw Assembly To Deprive Any State, Settlement, Geographical Location Or Possession Of Witchetaw Nation Of Jurisdiction Over Any Offense Over Which It Would Have Jurisdiction In The Absence Of This Section.
Sec. 2. All Seals, Logos And Flags Trade Names Are Protected As To Intellectual Property Under The Authority Of The Depository Of The Archive Bureau Of The Judicial Branch Of Witchetaw Seat Of Government. Use Of Intellectual Property Without Consent Charged For Violation.

The Allegience To The Sovereign Flag Of The Witchetaw Nation Is As Follows.” In Honor And Dignity The Allegience To The Flag Of Witchetaw For Which It Stands For Sovereignty, Law , Equality And Power And Authority With Value To The Associate Tribes And Associate Bands The States Of Witchetaw That Government And Respect Is Our Zeal, For That Is Law In Witchetaw. “
Sec. 5. The Flag, Coats Of Arms Sacred Seals, National Symbols Or Other Insignia Of The Witchetaw Nation Or Any Simulation Thereof Is Under Protection Of Witchetaw Law And Fully Patented . It Is Approved That The Witchetaw Nation Insiginia Should Be Raised On All And Every Holiday, Festival, Classes, Ceremonial Gatherings By Any Associate Tribes And Associate Bands Of The Witchetaw Nation.
Sec. 6. The Abuse, Misuse, and Desecration Of Any Foreign Flag Is Prohibited In The Witchetaw Nation. Our Nation Is Composed Of Many Different Nationalities Which Are All To Be Respected.
THE RATIFICATION OF THE WITCHETAW ARTICLES IN ADDITION TO, AND AMENDMENT OF, THE ARTICLES OF THE WITCHETAW AND ASSOC. TRIBES AND ASSOC. BANDS OF GREAT WHALE PROPOSED BY THE CONVENTION BODY AND RATIFIED BY THE RULE OF LAW JOINT POSITIVE LAW OF THE SEVERAL STATES PURSUANT TO CONVENTION LAW THE SOVEREIGN BODY.
BE IT JOINT LAW POSITIVE LAW RECORD JOURNAL OF THE WITCHETAW ASSEMBLY SUFFICENT FOR THE ESTABLISHMENT OF THESE ARTICLES BETWEEN THE TRIBES, CLANS, AND BANDS SO RATIFYING THE SAME.
DEFINITIONS: OF THE AFORESAID ARTICLES OF THE WITCHETAW NATION IS AS FOLLOWS ON THE DETERMINATION BY AND FOR THE WITCHETAW ASSEMBLY AND ASSOCIATE TRIBES AND ASSOCIATE BANDS.
